“Donald Trump’ın Seyahat Yasağı Politikasının, Dünya Yükseköğretimine Etkisi” üzerine Prof. Dr. Muhammed Şahin’in ACE2017’deki konuşmasını ABD’nin en prestijli yükseköğretim yayın organı “The Chronicle of Higher Education” tarafından yayınlandı…ABD yükseköğretiminin en prestijli yayını The Chronicle of Higher Education, MEF Üniversitesi Rektörü Prof. Dr. Muhammed Şahin’in ABD Başkanı Donald TRUMP’ın uygulamaya koymak istediği seyahat yasağı kararının uzun dönemde dünyadaki akademik, bilimsel ve teknolojik araştırmalara etkisi hakkındaki görüşünü “Amerika’nın Araştırmadaki Rolü Risk Altında” başlığı ile yayınlandı.The Chronicle of Higher Education, Prof. Dr. Muhammed Şahin’in görüşlerine üst yorum olarak “Bir Türk Üniversitesi Rektörü Amerika’nın bazı Müslüman ülkelere uyguladığı seyahat yasağının tüm dünyada bilim insanlarının kalbinde ve akıllarında olumsuz yönde yankılanacağı yönünde uyarıda bulundu.” Şeklinde yazdı.1966 Yılında kurulan ve her hafta düzenli olarak dünya yükseköğretiminin nabzını tutan ve aylık olarak 2.3 Milyon kişiye ulaşan The Chronicle of Higher Education’da yayınlanan görüşte Prof. Dr. Muhammed Şahin; ABD’deki güvenlik gerekçesiyle 6 Müslüman ülke vatandaşlarının ABD’ye girişine izin verilmemesi kararı ile ilgili birçok akademisyenin ve öğrencinin etkilendiğine ve etkilemeye devam edeceğine dikkat çekiyor.Prof. Şahin ilgili yazıda sözlerine şöyle devam ediyor. “Bu karar sadece 6 Müslüman ülke vatandaşını değil, diğer Müslüman ülke vatandaşlarını ve hatta Müslüman olmayan vatandaşları da gelecek açısından tedirgin etmiştir. Bazı insanlar, bu yasaklamanın ilerde başka din mensuplarını ve etnik grupları da kapsayıp kapsamayacağını merak etmektedirler. ABD, tüm dünyada akademisyenlerin araştırma yapmak; öğrencilerin ise eğitim görmek istediği, köklü demokrasi ve hukuki değerlere sahip özgür bir ülkedir. Yüzyıllardır ABD topraklarında var olan üniversitelerin çatıları altında yapılan araştırmalar dünyanın geleceğini yönlendirmiştir. Dünyanın birçok yerinden ABD’ye gelen akademisyen ve öğrenciler, ABD’nin olanaklarından faydalanarak bugüne kadar sadece ABD’ye değil tüm dünyaya katkı vermiştir, vermeye de devam etmektedir. Amerika’nın bu misyonunun devam etmesi sadece Amerika için değil tüm dünyanın geleceği için son derece önemlidir. Amerika’da yapılan bilim ve teknolojik gelişmeler tüm dünyanın geleceği için yapılıyor, bunun bir an bile durması dünyanın geleceğini tehdit edecektir. Öğrencilerime artık ABD’nin ileride hayallerini gerçekleştirmek için eğitim görecekleri bir ülke önerisinde bulunmakta tedirginlik duymaya başladım. Lisede okuyan oğlumu üniversite eğitimi için ABD’ye gönderme konusunda şüphelerim şimdiden başladı. Eminim bu sadece benim değil dünyada birçok insanın görüşüdür.” MEF Üniversitesi Rektörü Prof. Dr. Muhammed Şahin 11-14 Mart 2017 tarihlerinde Amerikan Eğitim Konseyi (American Council on Education)’ın bu yıl Washington, DC’de 99.’sunu düzenlediği ve özellikle ABD’nin 2000’e yakın rektör ve üst yöneticilerinin katıldığı Kongresi’ne Türkiye’den katılan tek Üniversite olarak büyük ilgi uyandırdı. Prof. Dr. Muhammed ŞAHİN, ACE’de sadece Rektörler için düzenlenen özel bir panelde söz alarak önce MEF Üniversitesi’nin yenilikçi öğrenme modeli Flipped Learning’in son üç yıllık uygulaması hakkında detaylı bilgi verdi, daha sonra ise Chronicle’da yayınlanan Donald Trump’ın dünya yükseköğretimine dokunan uygulamaları hakkındaki fikirlerini dile getirdi. Sözlerinin ardından salondan büyük alkış alan Prof. Şahin’i birçok Rektör tebrik etti. ABD’li panel yöneticisi Prof. Dr. Şahin’e teşekkür ederek Trump’ın politikalarını yerel olarak değerlendirdiğimiz bu panele uluslararası bir bakış açısı kattınız. McCurdy, Prof. Şahin’i, ACE’de yankı uyandıran görüşlerinin ABD Senatosu’na ulaşmasını arzu ettiğini ifade ederek Eğitimden Sorumlu Demokrat Kongre Üyesi Jared Polis ile ve Cumhuriyetçi Kongre Üyesi Virginia Foxx’un baş danışmanları Emily Slack ve Carson Middleton ile ayrı ayrı görüştürdü. Prof. Şahin, görüşlerini ABD’nin önemli düşünce kuruluşlarından Albright Stonebridge Group ve Atlantic Council yöneticileriyle de paylaştı. As president of the only university in Turkey that is a member of the American Council on Education, I am greatly concerned about whatever final form the travel ban takes, but any form of the ban at all is unfortunate.Of course I respect any decision that is made to ensure the safety of the United States and its citizens; however, it is clear that this executive order, even though it no longer stops returning students from entering the country, has affected and will continue to affect many scholars and students. Not only has the pending travel ban deeply worried citizens from the countries singled out by the official order, it has also given rise to suspicions, doubts, and concerns from other Muslim countries, such as my own. It is natural for some people to wonder if this kind of ban will extend to religions or ethnicities.It may be apparent from my name that I am a member of the Muslim faith. That being said, I am someone who believes in, and has lived by, the Western values held forth by the founder of the Republic of Turkey, Mustafa Kemal Atatürk. For Turks, the United States has always been perceived as the country of freedom, justice, and democracy, where scholars from all around the world dream of conducting their research and where students seek a better education.For a long time, the research and development of universities on U.S. soil have determined the future of the world. From far away, millions of people have followed the American contribution to the sciences and have been thrilled about the prospect of what the future could hold in this regard. Countless researchers from around the world have worked hard and sacrificed much in order to make it to the United States and seize the opportunities offered. It is impossible to measure the positive effects on the world that these contributions have made. With the right support and openness to others, more will follow.My greatest wish is that such constructive collaboration and progress not be overly affected by politics, and that the United States remains a welcoming place for study and scholarship. Unfortunately, we are already seeing academics not only from Muslim countries, but from around the world, develop a great concern that the United States no longer represents a secure and viable option for them due to the official positions that the new administration has taken.In the presence of such policies, it is not unreasonable to envision the United States gradually beginning to lose its appeal as a center of academic attraction. The pre-eminence of American science and technology owe their positions first to democracy and the legal systems therein, and then to the country’s ability to attract some of the best minds to its institutions. It is for the sake of all people that such significant scientific and technological advancement in the United States takes place: to stop even for a moment would be a threat to the future of all countries.There will be other nations that will try to assume the role of the United States. If a new policy decision is not taken to put the world again at ease, it may be the terrorists, the ones whom this decision is aimed at hindering, who will benefit the most. Regardless of what one thinks of American politics, it is in the best interest of democratic countries throughout the world that the United States continues to be a leader in education, law and order, innovation, and openness to others.I have begun to have doubts about recommending that my students and others in my sphere of influence consider a move to the United States to pursue their dreams. In fact, I have even begun to have doubts about sending my son to study there. I hope that my fears will be proved unfounded, but I have described the situation as I and many others see it.I am not trying to overstate the consequences. But as a person who lives in a geographical region with a weak record regarding democracy and as a lifelong educator, a father, a mentor, and a university president, I express this with all the honesty and urgency a man might possess.Muhammed Sahin is rector of MEF University, in Turkey.
